As Geoff Alexander’s research demonstrates, the 1965 federal Elementary and Secondary Education Act “made millions of dollars available to schools for educational materials, which included films.

Additionally, some space was provided for short films, starting in the 1970s, with the growth of cable television outlets. For example, Home Box Office (now HBO), which was launched in limited markets in 1972, programmed shorts between feature-length films so that the features would begin on the hour, and The Movie Channel, in the 1980s, programmed liveaction and animated shorts in its “Reel Shorts” program. 65 Starting in 1981, with the launch of MTV, the shorts terrain shifted as some aspiring filmmakers made music videos instead of fiction shorts; however, SHORTS AND FILM HISTORY 41 the network occasionally programmed fiction shorts too, including the animated work of Bill Plympton in the 1980s.
