The commandant was Brigadier General Charles B. Hall, who replaced Brigadier General J. Franklin Bell the same month Marshall arrived. The selection process for attendance at the school, at least in Marshall’s case, was far from rigorous—no other officer from his post wanted to go. 8 Marshall, however, recognized that in the new Army of the twentieth century, the path to the top ranks of the organization ran through Leavenworth and the Army War College in Washington. Hence, he volunteered to attend the Infantry and Cavalry School even though his previous academic endeavors had been less than stellar.

37 He was prescient enough to see that the CCC experience gave the Regular Army a salutary lesson in the type of leadership that would be necessary in mobilizing an army of citizen-soldiers. ”38 His next assignment was less happy. At the direction of the Army chief of staff, General Douglas MacArthur, Marshall was assigned to be the senior instructor for the 33rd Infantry Division, Illinois National Guard, and his place of duty was to be the city of Chicago. Marshall, who from childhood had loved the open countryside, chafed at his confinement in this urban setting.

59 One preparedness measure that Marshall resisted was the revival of the Plattsburg Camp movement. This was one of the few direct clashes he ever had with Stimson, who was a strong proponent of the idea. With conscription a reality, the Army could not spare officers to train Plattsburg volunteers. 60 After a pointed dispute with Stimson, during which Marshall allegedly threatened to resign, the chief of staff prevailed over the secretary of War. As funding and manpower became available, Marshall was able not only to expand the force, but also to modernize it.
