From 1990 to 1994, in the EU as a whole, GDP growth averaged 1 per cent a year, while the numbers employed fell by just under 1 per cent per year (CEC, 1995b). In the short term at least, a country’s failure to increase productivity may help its jobs record, examples being The Netherlands and Luxembourg.
