Why I emphasize the variation in the magnitude of SPP rather than the adoption of SPP in the empirical analysis is due to the different richness of these two kinds of information. To explain the variation among states in their magnitude of SPP will be the task of the empirical research of this research, and understanding the causes behind the transfer of imprisonment duties to private firms is a necessary condition for the empirical design.
