To explain the variation among states in their magnitude of SPP will be the task of the empirical research of this research, and understanding the causes behind the transfer of imprisonment duties to private firms is a necessary condition for the empirical design. I will discuss the internal causality of SPP in Chapters 2 and 3, and empirically examine the influences of different factors in Chapters 4 and 5. The general prison privatization literature invariably emphasizes the entry choice, namely the adoption of SPP, but ignores the magnitude of SPP.

Core functions are the major targets to be modernized and reserved by these modern state infrastructures. Together, these contents and instruments of modern states cultivated broad-based social support for the regime and constituted the basic justifications for the existence of the government.
